Northwest Code Professionals was founded In 1973 by Emile Mortier who started his own engineering, code consulting, and inspection service company. We currently serve over 50 jurisdictions in the Northwestern United States providing services to private and government entities. NWCP provides building  department programs and individual services for inspection, digital and paper plan review and consulting services in some states. NWCP has been at the forefront of state and national code development and volunteer work with the International Code Council. We provide services to as many as 50 public jurisdictions, multiple tribal nations as a code consultant and plan reviewer for multiple architects and developers.

The Building Department Team Members

Jack Applegate, CBO, CPI, FPM

President| Chief Executive Officer

Mr. Applegate is the Chief Executive Officer and President of NWCP.  Jack currently serves as the Immediate-Past President of the International Code Council (ICC) Region II and Executive Board of Directors for his second term and has served the board for 8 years.  He also served the past 8 years on the ICC Building Codes Action Committee writing the code changes for the IRC and IBC used across the globe.  Jack has been in the industry since 1988 and and holds over 30 State and National Inspector certifications.  Mr. Applegate keeps busy with his 5 kids, Trap Shooting, hunting, fishing, boating, hiking and foraging all over the Western States. Mr. Applegate is Desert Storm/Desert Shield partially disabled veteran who earned the Southeast Asia Service Medal with a Bronze Star, National Defense Medal, Expert Rifle and Pistol Medals and the Kuwaiti Liberation Medal among many of his awards for service to our nation.  His volunteer work includes developing and continuing the ICC Military Families Program and the ICC Region II Safety 2.R programs where he enjoys helping the next generation of code Officials. Jack was awarded the coveted 2018 "Raising the Profile Award" from ICC.

Jessica Applegate

Jessica Applegate

Office Manager

Jessica is the newest member to the NWCP team. After moving to the Willamette Valley, she worked previously in a structural engineering office. Jessica is now the Office Manager at NWCP.  Jessica can happily assist you in any Accounts Payable, Accounts Receivable or general office questions. She keeps busy with five (almost all grown) kids, one rescue senior dog and one grandchild on the way. Jessica enjoys cheering on her favorite sports teams, going horseback riding, and tending to her garden and flowers. She also loves exploring the outdoors, touring historic sights, and trying to travel to as many new places as she can—sometimes on a Harley.

Shawn Eaton, CBO

Certified Building Official | Inspector | Plans Examiner

Mr. Eaton has spent over 19 years with NWCP.  He began his career right after graduating the Chemeketa Building Inspection program.  Before college, he was employed as a plumber in the commercial and residential trade.  With those skills he learned in the plumbing trade and the training in college, he was able to attain his Commercial Plumbing Inspection certification.  Shawn is the main inspector for Lebanon and Sweet Home and works with the City of Albany as their Commercial Plumbing Inspector.  He also travels around to many other jurisdictions we service, to handle their commercial plumbing inspections and plan review.  Currently, he is a member of the Oregon Building Code Division Plumbing Board bi-monthly, quarterly Oregon Building Official Association meetings, local Lebanon Booster Club Hikes, and the President of the Flannel heads of Lebanon.  When he’s not working he likes to spend his time with his wife and three dogs outdoors, hiking, camping, hunting and traveling.

Gary Lampella, BO

Eastern Washington Lead

Mr. Lampella is the Washington Lead for our NWCP team. He has over 30 years’ experience as a building official, plans examiner and inspector. Gary previously served for nine years on the ICC Means of egress Committee for the 2009, 2012 and 2015 code cycles. He is a past president of the Oregon Building Officials Association and served as chair for the association’s Code Development Committee for 12 years. Gary possesses multiple ICC and Oregon certifications and is currently a Washington Association of Building Officials Accredited Code Official. He spends his spare time golfing, fishing and playing any one of his 9 guitars.

David Leifheit

Inspector | Plans Examiner

Mr. Leifheit is a plan reviewer with Residential, Commercial, and Fire & Life Safety review certifications, as well as an inspector in the Residential and Commercial fields.  He has worked in various positions in the building industry, including design work and materials handling, since graduation from college in 1981; culminating in the review/inspection end of the industry.   He holds Associate degrees in Drafting Technology (1981) and Building Inspection Technology (2008).  He is always willing to answer questions and help people understand and navigate through the review and inspection processes.
When away from work he tinkers on cars and his home, and spends time with his family, 4 children and 2 grandchildren along with many friends, extra kids and their children.

Michele Linbarger

Inspector | Plans Examiner

Michele is an ICC certified Permit Technician, Oregon certified Residential Structural, Mechanical and Plumbing inspector and Residential Plans examiner.  She is the current Oregon Permit Technicians Association Vice President and serves on ICC Region II Spotlight the Permit Tech Committee.  Michele also mentors for Permit Tech Nation incoming permit techs looking to attain their ICC Permit Technician Certification.  Michele was awarded the opportunity to be one of 18 recipients for the ICC Board of Director Shadow Program for 2018 ICC Annual Conference in Richmond, VA.  In her free time, she spends time with her husband and two kids exploring Oregon, hiking, camping and kayaking.

Mr. McNeely is an inspector and plan reviewer. He serves the upper Willamette Valley.

Don Meier

Chief Electrical Inspector | Plans Examiner

Mr. Meier is our Chief Electrical inspector and plan reviewer. He brings over 40 years of experience in the electrical trade. He works with our inspectors throughout the State of Oregon. He serves in the Willamette Valley and the Oregon Coast. During football season, you can find Don at the local University of Oregon football stadium cheering on the Ducks.
 
 

Jack Ryan Applegate

Inspector 1

Jack Ryan Applegate is a fourth generation Oregon Code Official. Jack recently completed studies at Lane Community College in Eugene Oregon. Jack is part of the ICC Military Families Program and is our newest in training field inspector. After his training in Eugene, Jack will transfer to Washington to become our new field inspector 1.  Jack enjoys the outdoors, art, kayaking, riding his Harley and spending time with his girlfriends and family.

Robert Rice, CBO

Southern Oregon Lead

Robert W. Rice, CBO, is currently the Southern Oregon Lead for Northwest Code Professionals, serving as Building Official for several jurisdictions in the region.  He graduated from Rogue Community College, in Grants Pass, Oregon, with an A.S. degree in Automated Manufacturing.  After graduation he worked for two Southern Oregon engineering firms for a total of 10 years starting as a structural draftsman and as a structural designer.  Following a developing interest in building codes, he obtained Oregon/ICC plans examiner and inspector certifications.  He was employed at Josephine County, Oregon for 12 years and served as the Building Safety Director until 2016.  He is also actively involved in ICC and Oregon code development.  He is a Past President of Oregon Building Officials Association and served as Chair of the Codes Committee and was awarded 2010 Building Official of the Year.  He served as President of the Southern Oregon Chapter of ICC from 2007-2009 and served on the Oregon State Solar Energy Code Committee in 2009/2010. He was a part-time instructor for the Construction Technology Program at Rogue Community College since 1996. He co-authored, “Analysis of Irregular Shaped Structures”, McGraw/Hill, published in 2011.

Jerry Simon

 Electrical Inspector

Jerry Simon is a part-time Electrical Specialty Code Inspector with NWCP.  Jerry became a Journeyman Inside Wireman in 1981 and has been a licensed Oregon General Supervising Electrician since 1991 with a current Oregon Inspector Certification.  Jerry has been a part-time Electrical Inspector for 3 years with NWCP.  In 1997 Jerry graduated from The University of Portland with a BA in Psychology.  In his spare time, he is an active member of the Church and member of a Portland, Oregon Line Dance Group.  Jerry is a retired member of Local #48 IBEW, and a member of the Local #48 IBEW Electrical Workers Minority Caucus.

Chris Stokes

Inspector | Plans Examiner

Chris is an Army Veteran who has spent the last 30 years in the building trades. As a carpenter he built and remodeled new homes and commercial businesses. As an Iron worker Chris was involved in projects like multi-story buildings, wineries, 300’ tall wind turbines and even a dam. While a General contractor he coordinated with all trades and jurisdictions to successfully complete many projects large and small. In 2015 Chris became a building inspector. He’s a father of 4 and grandfather of 1. He loves everything about the outdoors especially camping and exploring.

Mr. Mortier is a second generation building official and plans examiner. He is an ICC Certified Building Official and serves many jurisdictions in the Willamette Valley and Oregon Coast. Dave enjoys farming and beekeeping in his spare time.

Steve Wadsworth

Inspector | Plans Examiner

Steve Wadsworth is currently Building inspector and plans examiner in the Washington area.  Steve started his career as a Building inspector in 1999 and has been serving several jurisdictions for the past 20 years. He has overseen 5 inspectors with 25 jurisdictions and has helped train many inspectors to get their building code inspector certifications.  He schedules all the inspections and routes plan reviews through the proper channels. He has helped obtain several customers throughout the years with good work ethics and understanding city and contractor needs. Steve keeps busy with his family, skiing, fishing, boating Hunting and Motorcycle riding.

Brandon Zipser, BO

Mr. Zipser is a building official, residential plans examiner, and inspector. He is mainly based out of Lincoln City; however, he does plan review for Oregon and Washington.

Cailin Tang

Permit Technician

Cailin is an ICC Certified Permit Technician.  She is your main contact when you call NWCP’s main office.  From scheduling inspections to general permit questions, she can help you, and if she can’t answer your questions right away she will find someone who can.  Cailin graduated from the University of Oregon in 2007 with a degree in Fine Arts.  She loves photography and spending time with her two daughters and husband.
