Northwest Code Professionals was founded In 1973 by Emile Mortier who started his own engineering, code consulting, and inspection service company. We currently serve over 75 jurisdictions in the  United States providing services to private and government entities. NWCP provides building department programs and individual services for inspection, digital and paper plan review and consulting services in some states. NWCP has been at the forefront of state and national code development and volunteer work with the International Code Council. We provide services to as many as 50 public jurisdictions, multiple tribal nations as a code consultant and plan reviewer for multiple architects and developers.

The Building Department Team Members

Jack Applegate, CBO, CPI, FPM

 President| Chief Executive Officer

Mr. Applegate is the Chief Executive Officer and President of NWCP.  Jack currently serves on the International Code Council Board of Director and is a past Chapter President of the International Code Council (ICC) Region II Board for two terms.  He also served the past 10 years on the ICC Code Action Committee and ICC Building Codes Action Committee writing the code changes for the IRC and IBC used across the globe.  Jack has been in the industry since 1988 and and holds over 30 State and National Inspector certifications.  Mr. Applegate keeps busy with his 5 kids, grandson, shooting, hunting, fishing, boating, hiking and foraging all over the Western States. Mr. Applegate is Desert Storm/Desert Shield partially disabled veteran who earned the Southeast Asia Service Medal with a Bronze Star, National Defense Medal, Expert Rifle and Pistol Medals and the Kuwaiti Liberation Medal among many of his awards for service to our nation.  His volunteer work includes building homes for veterans, developing and continuing the ICC Military Families Program and the ICC Region II Safety 2.R programs where he enjoys helping the next generation of code Officials. Jack was awarded the coveted 2018 "Raising the Profile Award" from ICC.

Jessica Applegate

Office Manager

Jessica is the Office Manager for the NWCP team. After moving to the Willamette Valley, she worked previously in a structural engineering office.  Jessica can happily assist you in any Accounts Payable, Accounts Receivable or general office questions. She keeps busy with five grown kids, two hound dogs and one grandchild. Jessica enjoys cheering on her favorite sports teams, going horseback riding, and tending to her garden and flowers. She also loves exploring the outdoors, touring historic sights, and trying to travel to as many new places as she can—sometimes on a Harley.

Shawn Eaton, CBO

Certified Building Official | Inspector | Plans Examiner

Mr. Eaton has spent over 19 years with NWCP.  He began his career right after graduating the Chemeketa Building Inspection program.  Before college, he was employed as a plumber in the commercial and residential trade.  With those skills he learned in the plumbing trade and the training in college, he was able to attain his Commercial Plumbing Inspection certification.  Shawn is the main inspector for Lebanon and Sweet Home and works with the City of Albany as their Commercial Plumbing Inspector.  He also travels around to many other jurisdictions we service, to handle their commercial plumbing inspections and plan review.  Currently, he is a member of the Oregon Building Code Division Plumbing Board bi-monthly, quarterly Oregon Building Official Association meetings, local Lebanon Booster Club Hikes, and the President of the Flannel heads of Lebanon.  When he’s not working he likes to spend his time with his wife and three dogs outdoors, hiking, camping, hunting and traveling.

Gary Lampella, BO

Eastern Washington Lead

Mr. Lampella is the Washington Lead for our NWCP team. He has over 30 years’ experience as a building official, plans examiner and inspector. Gary previously served for nine years on the ICC Means of egress Committee for the 2009, 2012 and 2015 code cycles. He is a past president of the Oregon Building Officials Association and served as chair for the association’s Code Development Committee for 12 years. Gary possesses multiple ICC and Oregon certifications and is currently a Washington Association of Building Officials Accredited Code Official. He spends his spare time golfing, fishing and playing any one of his 9 guitars.

David Leifheit

Inspector | Plans Examiner

Mr. Leifheit is a plan reviewer with Residential, Commercial, and Fire & Life Safety review certifications, as well as an inspector in the Residential and Commercial fields.  He has worked in various positions in the building industry, including design work and materials handling, since graduation from college in 1981; culminating in the review/inspection end of the industry.   He holds Associate degrees in Drafting Technology (1981) and Building Inspection Technology (2008).  He is always willing to answer questions and help people understand and navigate through the review and inspection processes.
When away from work he tinkers on cars and his home, and spends time with his family, 4 children and 2 grandchildren along with many friends, extra kids and their children.

Austin Eagon

Austin Eagon is a graduate of George Fox University. With an educational background in engineering and Marketing Austin brings a wide array of talents to the NWCP team. Currently Austin is in the Chemeketa BIT Program and working on adding additional Certifications to his resume.

Don Meier

Chief Electrical Inspector | Plans Examiner

Mr. Meier is our Chief Electrical inspector and plan reviewer. He brings over 40 years of experience in the electrical trade. He works with our inspectors throughout the State of Oregon. He serves in the Willamette Valley and the Oregon Coast. During football season, you can find Don at the local University of Oregon football stadium cheering on the Ducks.

Jerry Simon

 Electrical Inspector

Jerry Simon is a part-time Electrical Specialty Code Inspector with NWCP.  Jerry became a Journeyman Inside Wireman in 1981 and has been a licensed Oregon General Supervising Electrician since 1991 with a current Oregon Inspector Certification.  Jerry has been a part-time Electrical Inspector for 3 years with NWCP.  In 1997 Jerry graduated from The University of Portland with a BA in Psychology.  In his spare time, he is an active member of the Church and member of a Portland, Oregon Line Dance Group.  Jerry is a retired member of Local #48 IBEW, and a member of the Local #48 IBEW Electrical Workers Minority Caucus.

Chris Stokes

Chris is an Army Veteran who has spent the last 30 years in the building trades. As a carpenter he built and remodeled new homes and commercial businesses. As an Iron worker Chris was involved in projects like multi-story buildings, wineries, 300’ tall wind turbines and even a dam. While a General contractor he coordinated with all trades and jurisdictions to successfully complete many projects large and small. In 2015 Chris became a building inspector. He’s a father of 4 and grandfather of 1. He loves everything about the outdoors especially camping and exploring.

Cailin Tang

Permit Technician Manager

Cailin is an ICC Certified Permit Technician.  She is one of your main points of contact when calling into the main office.  She over sees the other permit technicians in the office and can answer most of your questions or point you in the right direction.  Cailin graduated from the University of Oregon in 2007 with a Bachelors in Art.  Cailin was elected onto the Oregon Permit Technicians Association Board in 2022 and is the currently Secretary of the Organization.
